Public Legal Interest Foundation (PILF) research shows that 28.4 million mail-in ballots have gone missing in the last four election cycles. In the 2016 and 2018 elections, a total of about 16.4 million mail-in ballots went missing.
Currently, Democrats are lobbying for nationwide mail-in voting for the November presidential election — a move that would deliver ballots to an estimated 24 million ineligible voters.

Three forms of fraud occur wherever mail-in voting is allowed.

Since typically only 50% of registered voters vote, ballot harvesting allows votes to be cast on behalf of people who normally don't participate in elections.
In the 2018 midterm elections, Democrats turned in thousands of harvested ballots in California, whose impact reportedly helped reverse six California congressional elections that had Republicans winning.
In Michigan in 2016, Democrats tried to submit thousands of ballots after the election that were harvested in Detroit for Hillary Clinton. So many additional ballots were submitted that there were thousands more votes than the number of actual registered votes tallied on the voting machines.
Many harvesters have gotten smart. They now mail the completed ballots one at a time as if the voter were mailing them.
3. Falsely voting another person’s ballot. A third form of fraud through mail-in voting occurs when someone fraudulently requests another person’s mail-in ballot. The fraudster then intercepts the ballot at the real voter’s mailbox, or he has the ballot sent to a phony address. He can then fraudulently vote the ballot and send it in. Alternatively, this form of fraud can be used without intercepting the ballot. The fraudster simply requests mail-in ballots for others to increase voter turnout in certain neighborhoods.
All three of the above forms of fraud occur in the vast majority of states that allow voters to vote by mail.
Three states have all-mail voting and voter fraud is widespread in those three states: Colorado, Oregon, and Washington.
4. Massive fraud in states that have all-mail voting.
In these states will "all mail" voting, for every election every registered voter is sent a ballot.
The results have been catastrophic.
Deceased voters, people who have moved, non-citizens, and duplicate registrations, an enormous numbers of extra ballots are sent to invalid names on the voter rolls.
The Pew Center estimated that the voter rolls nationwide contain 24 million invalid names. As a result, nearly 250 counties have more names on the voter rolls than there are eligible voters living in the county.
As a result, hundreds of thousands of extra ballots are sent out. When these additional ballots arrive in their mail box, many voters are tempted to fill them out and send them in. It is a massive invitation to fraud.
Democrats in Congress have been calling for new federal law that would mandate all-mail balloting in all 50 states. Such a law would guarantee voter fraud on a scale never seen before.
For absentee mail in ballots, the solution is for state legislatures to take steps to secure mail-in ballots (see Note at bottom of page regarding absentee voting).

$4.5 million of CARES Act funds were used to usurp the power of local clerks to automatically send unrequested ballot applications to all 7.7 million Michigan registered voters.

And, perhaps most disturbing of all, noncitizens are automatically being registered to vote because of the state' new motor voter law.

Absentee balloting is vulnerable to abuse in several ways: blank ballots mailed to the wrong address or to a large residential building might get intercepted. Citizens who vote at home, at nursing homes, at the workplace, or in church are more susceptible to pressure, overt and subtle, or to intimidation. Vote buying schemes are far more difficult to detect when citizens vote by mail.”
An even bigger issue: the sweeping collapse of voter registration lists around the country and its impact on clean elections.

A study by the Stanford Law School concluded that vote-by-mail raises “a variety of concerns.” Among them: at-home voters are susceptible to pressure from family members; votes get lost in the mail; requested ballots don’t always make it to the voter; and problems with signature identification and verifications.

14. The 2005 Carter-Baker Commission noted that “absentee ballots remain the largest source of potential voter fraud…. Absentee balloting is vulnerable to abuse in several ways: blank ballots mailed to the wrong address or to a large residential building might get intercepted. Citizens who vote at home, at nursing homes, at the workplace, or in church are more susceptible to pressure, overt and subtle, or to intimidation. Vote buying schemes are far more difficult to detect when citizens vote by mail.”
An even bigger issue: the sweeping collapse of voter registration lists around the country and its impact on clean elections.

A Judicial Watch investigation uncovered 1.6 million inactive voters on Los Angeles County voting rolls. Los Angeles County had more voter registrations on its rolls than actual voting age citizens in the county, and that the entire state had a voter registration rate of 101% of age-eligible citizens.
A study by the Stanford Law School concluded that vote-by-mail raises “a variety of concerns.” Among them: at-home voters are susceptible to pressure from family members; votes get lost in the mail; requested ballots don’t always make it to the voter; and problems with signature identification and verifications.

Regarding absentee voting:
Kansas added three security elements to mail-in voting that prevent voter fraud. First, the person requesting the absentee ballot must either send in a photocopy of a qualifying photo ID or write his complete driver’s license number on the ballot-request form.
Second, every voter’s signature has to be matched against the signature that the state has on file for that person. If the signature doesn’t match, the voter is contacted and allowed to try signing again. If the signature still doesn’t match, no ballot is sent out. Third, in a separate law, Kansas also deterred ballot harvesting by requiring the voter of a delivered ballot to sign the envelope and authorize a specific, named person to deliver the ballot on his behalf.
It is essential that the other states enact these reforms to make mail-in ballots more secure. If all states were to take these three steps, the mail-in ballot fraud that President Trump rightly pointed out could be avoided. But the time to act is now.
