In May of 2019, at the request of the U.S. Army, the Rand Corporation created strategies to destroy Russia -- strategies that included luring Russia into a war in Ukraine. The Rand Corporation receives three-quarters of its funding from the U.S. military. Rand is a "think tank".

* Reduce Russian Influence in Central Asia (the nations of Central Asia have been independent from the former Soviet Union for three decades. The region’s relations with Russia are cordial, though not without occasional tensions. Central Asian states generally cooperate with Russia in areas such as defense, trade, and other common foreign policy interests)

In November 2021, the U.S. and Ukraine signed a "Charter on Strategic Partnership". This agreement confirmed Ukrainian aspirations to join NATO and a rejection of the Crimean peoples decision to re-unify with Russia. The agreement was a consolidation of Washington’s economic, political and military influence.
Before the Russian invasion, Russia proposed a treaty with the U.S. and NATO. Central in this proposal was a written agreement that Ukraine would not join the NATO military alliance. Russia said the NATO military alliance at it's border threatens Russian security.
Washington and NATO rejected the proposal immediately without any discussion or consideration.
At U.S. suggestion, the Ukraine government shut off natural gas from Russia through Ukraine into Europe, reducing gas to Europe by more than one third.
The U.S. then encouraged the EU to increase weaponizing against Russia.
Because of the shut off of natural gas from Russia to Europe, Russia is pursuing pipelines to China and East Asia.
On February 4, 2022 President Putin and Chinese leader Xi Jinping met in Beijing. The two leaders struck deals on oil and gas. Their statement to the press criticized the U.S., taking issue with its alliances in Asia, its arms-control and other policies. Their statement also opposed expansion by NATO.
The opposition to NATO marked China’s most explicit support to date of Russia.
On February 21, 2022, Putin gave a speech detailing Russian grievances.
On February 24, 2022, Putin delivered another speech justifying objectives of a military intervention to “demilitarize” and “denazify” Ukraine. Remember, the Neo-Nazi battalion was focusing on targeting the pro-Russian region of Ukraine and had killed thousands and were continuing to attack civilians.
Before sending in the tanks, Putin invoked United Nations Article 51 which provides a legal justification for military intervention.
The 2019 Rand report assessed the "costs and benefits" of various U.S. actions. It considered it a “benefit” if additional assistance to Ukraine resulted in the loss of Russian blood and resources.
The Rand report also says, “Increasing U.S. military aid ... could also increase the loss of Ukrainian lives and territory or result in a disadvantageous peace settlement.”
A Peace Settlement would be disadvantageous. To whom?
Rand analysts say Russia’s greatest vulnerability is its economy because of its heavy dependency on oil and gas exports. Rand says the income from these exports can be reduced by sanctions and by increasing U.S. energy exports.
The Rand report also suggested pumping the Russian population with liberal values (indeed, that does seem to destroy a country, and Rand's analysts seem to know it; hence, they recommended it).
Western media is also being used as a weapon. Much of the factual data that has taken place has not been reported. Mainstream media has also blamed Russia for starting the war, but Russia did not start this war.
The war in Ukraine was planned long ago. Washington has orchestrated the provocations that were designed to lure Russia into Ukraine and drain its resources.
U.S. war planners want to splinter Russia into smaller pieces, topple the government, and seize its vast energy resources.
By the time Putin invaded Ukraine, the war had already begun and was ongoing. Shelling of ethnic Russians had been intensifying long before Russia entered.
More than 14,000 ethnic Russians, many of them children, had been killed before Russia entered Ukraine. People were being slaughtered and tens of thousands of refugees were fleeing across the border into Russia.
In an interview with Colonel Richard Black, Colonel Black said:
"If you look at the way that this unfolded, President Putin made a desperate effort to stop the march towards war back in December of 2021. ...because at this point, Ukraine was massing troops to attack the Donbas. And so, he was trying to head this off. He didn’t want war.
"...At that point, Putin seeing that armed Ukrainians, with weapons to kill Russian troops were literally on [Russia's] borders, decided he had to strike first. This was not some pre-planned attack. This was not like Hitler’s attack into Poland, where the standard rule of thumb, is that you always have a 3-to-1 advantage when you are the attacker. You have to mass three times as many tanks and artillery and planes and men, as the other side has.
"... when Russia went in, they went in with what they had, what they could cobble together on short notice. And they were outnumbered by the Ukrainian forces. The Ukrainian forces had about 250,000. The Russians had perhaps 160,000. ... But they were forced to attack, to try to preempt the battle that was looming, where the Ukrainians had massed these forces against the Donbas.
"The Donbas is adjacent to Russia. It is a portion of Ukraine that did not join with the revolutionary government that conducted the coup in 2014 and overthrew the government of Ukraine. They refused to become a part of the new revolutionary government of Ukraine. And so they declared their independence. And Ukraine had massed this enormous army to attack against the Donbas.
"And so Russia was forced to go in to preempt that planned attack by Ukraine. ...the Russians were very, very cautious. They didn’t want to create a great deal of hatred and animosity. They did not bomb the electrical system, the media systems, the water systems, the bridges and so forth. They tried to retain the infrastructure of Ukraine in good shape ...
"... they haven’t knocked out the train systems. They haven’t knocked out power plants. They’ve never bombed the buildings in the center of Kyiv, the capital of Ukraine; they haven’t bombed the buildings where the parliament meets. They’ve been incredibly reserved about these things, hoping against hope that peace could be achieved.
"[But] ... the decision about peace or war is made in Washington, D.C. As long as we want the war to continue, we will fight that war, using Ukrainians as proxies, and we will fight it to the last Ukrainian death.
* Colonel Black served in the Virginia House of Delegates from 1998 to 2006 and then in the Virginia Senate from 2012 to 2020. Colonel Black also served 31 years in the Army and Marines, was a JAG officer, and for a period of time, was the Army’s head of the criminal law division at the Pentagon.
